The fields are managed by the Shadow Creek Soccer Club but are open to the public for youth soccer during daytime hours when the club is not running programs or doing maintenance. Admission is free. The park was built through a partnership between the Office of Harris County Commissioner Rodney Ellis and the Qatar Harvey Fund.
