Dr. Carolyn Evans-Shabazz represents District D on Houston City Council, bringing a lifetime of education experience to decisions that shape daily life across the Third Ward and surrounding neighborhoods. She spent decades as a teacher and evaluation specialist before retiring from Houston ISD in 2009.
Evans-Shabazz makes decisions on city budgets, public safety, and neighborhood services that directly affect families in District D. She helped pass the parental leave ordinance that gives all city employees time off when they have children. She also worked to strengthen noise enforcement rules in residential areas.
Her background runs deep in Houston education. Her grandfather was the first president of Prairie View University. Both her parents taught in Houston ISD. She earned degrees from Spelman College and Texas Southern University, focusing on political science, psychology, and education.
Beyond city council work, Evans-Shabazz has broken barriers throughout her career. She became the first African American woman to chair the Houston Community College Board. She serves as 2nd Vice President of the local NAACP branch and has worked as a realtor in Houston for over thirty years.
