Families and business owners on Emancipation Avenue have watched flood water pour into their homes and shops during every major storm since 2015. The Coalition for Environment, Equity & Resilience wants the city to finally fix the drainage problems that have left this historic street underwater time after time.

Emancipation Avenue runs through the heart of Black Houston's history. The street connects generations of families and local businesses that built our community. When Hurricane Harvey hit in 2017, flood water reached 4 feet high inside homes and shops along the avenue. The same thing happened during storms Imelda and Nicholas.

City leaders have known about the drainage problems for years. The Third Ward floods every time we get hit with heavy rain. Families lose furniture, photos, and keepsakes. Business owners watch their life's work get destroyed by water that could be prevented with proper drainage.

The petition asks the city to put Emancipation Avenue drainage improvements in the next capital budget. This means dedicated funding to upgrade storm drains, fix broken pipes, and install pumps that can handle the water when storms hit. The improvements would protect hundreds of families and dozens of local businesses.

CEER will present the petition signatures at the next city council public comment meeting. Community members can sign the petition online and plan to attend the meeting to show support for flood protection that our neighborhood deserves.
