House Witness Registration is the official system for signing up to testify before a Texas House Committee. It replaced old paper forms. You register either at touch screen kiosk stations inside the Capitol Extension or on your phone using the Capitol's free public Wi-Fi. You can also create a personal profile ahead of time to speed things up when you arrive.

Before your visit, gather three things: the correct bill number, the name of the committee hearing the bill, and the time and location of that hearing. You can check upcoming committee meetings on the Texas House website. Once you have that information, you can build your profile in advance at the registration site. On the day of the hearing, come to the Capitol Extension and finish registering for your specific bill — either at a kiosk on level 1 or 2, or on your phone through the free Public-Capitol Wi-Fi network. Open a browser and go to hwrs.house.texas.gov, or scan the QR code on a kiosk screen. If you run into trouble, reach out to the committee clerk for the committee you want to testify before.
