Texas provides limited state-funded Pre-K. Federal Head Start serves eligible families at no cost but capacity is limited. The waiting list is the policy. Meanwhile, the state is diverting public education funds to private school vouchers through the ESA program.
HISD, the largest district in Texas, has been under state-appointed management since 2023. The elected school board was replaced. Parents’ formal voice in school governance was removed by TEA. Understanding how to engage the appointed board is different from engaging an elected one.
Child Protective Services in Texas is state-run through DFPS, but investigations and foster care are coordinated locally. Harris County’s juvenile justice system is separate. CASA volunteers advocate for children in CPS cases through the county courts.
