TxDOT's $9 billion North Houston Highway Improvement Project will rebuild I-45 North between downtown Houston and the North Sam Houston Tollway, running along Fifth Ward's western edge. A March 7, 2023 Voluntary Resolution Agreement between TxDOT and the Federal Highway Administration resolved a civil rights investigation and set enforceable commitments on design, affordable housing, right-of-way acquisition, and flood mitigation as the project proceeds.
