Harris County Commissioners Court extended a contract with Colette Holt & Associates to continue studying business disparity and strengthening programs for minority and women-owned businesses. This disparity study examines whether all businesses get fair chances to win county contracts and identifies barriers that might prevent some groups from participating. The study covers the period from February 2026 through February 2027 with no additional cost to taxpayers.
Harris County set a goal of 13.3% participation by minority and women-owned business enterprises (MWBE) for this contract. Disparity studies help governments understand if their contracting practices create equal opportunities for all business owners.
When counties find disparities, they can design better programs to level the playing field. This matters because Harris County spends millions on contracts for construction, supplies, and services each year.
