Planning a festival, parade, block party, or fun run in Houston? The Mayor's Office of Special Events (MOSE) is your starting point. They issue permits for events held in City of Houston parks or on City streets — and their coordinators will walk you through costs, availability, and every step of the process.
MOSE issues special event permits for two main situations: events in City of Houston parks, and events on City streets. Street events include festivals, parades, block parties, and fun runs or walks. Each permit type has its own requirements and fees, which vary based on the size and scope of your event. A park event may also require a park user fee and a refundable grounds deposit. Submitting an application does not guarantee approval — your permit is finalized only after all requirements are met.
Start with a phone call to 832.393.0868 before you fill out anything. A MOSE event coordinator will review your idea, check availability, outline likely costs, and explain what permits you need. When you're ready to apply, download the Special Event Application from the MOSE website, then submit it in person or by mail along with the non-refundable application fee. Applications are accepted Monday through Friday, 8 a.m. to 5 p.m. (closed on City-observed holidays), at City Hall, 901 Bagby, 1st Floor, Houston, Texas 77002. Call ahead to schedule an appointment before you visit so a coordinator will be ready to help you.
