EPA Region 6 covers Texas, Louisiana, New Mexico, Oklahoma, and Arkansas and is headquartered in Dallas. Region 6 enforces the Clean Air Act, Clean Water Act, and other federal environmental laws. For Houston, Region 6 monitors air quality in the Houston Ship Channel industrial corridor, oversees Superfund cleanup sites, investigates environmental justice complaints from fenceline communities, and regulates industrial facilities. Region 6 has an Environmental Justice office that specifically addresses the disproportionate environmental burdens faced by low-income and communities of color in the Houston area.
On February 27, 2023, the EPA signed a consent order requiring Union Pacific Railroad to investigate creosote, dioxin, and other contamination in and around the former Houston Wood Preserving Works site in Greater Fifth Ward and Kashmere Gardens. The $6.8 million investigation covers on-site and off-site soil sampling, vapor intrusion testing at nearby homes, and evaluation of the storm sewer system, and its findings will determine what cleanup the site ultimately requires.
