Weatherizing Infrastructure in the North and Terrorism Emergency Readiness Act of 2025

This bill requires the Department of Homeland Security to plan and run a practice exercise that tests how the country would respond to a terrorist attack during extreme cold weather, like a polar vortex. The exercise must show how public and private groups can work together to protect critical systems. Within 60 days after the exercise, DHS must send Congress a report with findings and lessons learned.
