Its value depends more on what happens in the future than on the weapon itself. The weapon might help a little in some situations, but it's not a magic solution. How other countries see America's intentions and how technology changes will matter more than having this weapon. The researchers say disagreements about the weapon come from different ideas about how future conflicts might happen, not from missing facts about the weapon itself.
